General Public Services

KVTSC provides certain title processing services to the general public as well as to businesses who do not have a state issued dealer license. The title services KVTSC provides to the general public are listed below.

There are two entry doors to our office. Please use the east door labeled “General Public Entrance.” Business hours are Monday through Friday, 8:00AM – 4:30PM.

The general public will generally be able to obtain a duplicate title or lien release title on a same day basis (typically within 30 minutes). However, there may be times when the title work takes an extended amount of time to process. In such a case, the customer may drop off their application and KVTSC will notify the customer by phone or email when the title is ready. If the customer prefers, they can leave a self-addressed stamped envelope for the title to be mailed. If the title is to be obtained by another person, that person is required to have an original signed Power of Attorney.

KVTSC does not process requests for a title and registration, for a license plate, to add or remove an owner’s name on a title, to correct mistakes on a title, or to apply for a title only. These must be completed by your local County Treasurer’s office.

The information below summarizes the forms that are typically required for each type of title transaction KVTSC processes. Instructions for completing each of the forms are generally included within the form itself. In addition, it is mandatory that the most current Division of Vehicles form is utilized, that all the information requested is accurately completed, and that the customer sign and date the form(s). Please note, KVTSC cannot accept any title applications which are mailed to the office. All title applications must be delivered in person by the vehicle owner or authorized agent of the owner (Power of Attorney).

GENERAL PUBLIC TRANSACTION TYPES

REPLACEMENT/DUPLICATE TITLE ($25 FEE)

• Application for Secured/Duplicate/Reissue Title (TR-720B)
• Lien Release (TR-150), or lien release on lienholder’s letterhead with the same information that is on the TR-150 , if applicable.
• Power of Attorney (TR-41) or Title Authorization Form (TR-134), whichever is applicable. (seeherefor help determining when a Power of Attorney is needed.)

LIEN RELEASE TITLE (free from all liens and encumbrances) ($15 FEE)

• Lien Release (TR-150), or lien release on lienholder’s letterhead with the same information that is on the TR-150, including a notary stamp and signature.

REPOSSESSION TITLE ($30 FEE)

• Title and Registration Application (TR-212a)
• Repossession Affidavit (TR-84) Follow the instructions on the Repossession Affidavit, TR-84 concerning additional documentation requirements
• Request for Access to Vehicle Records (TRDL-302)

POSSESSORY LIEN TITLE ($30 FEE)

• Title and Registration Application (TR-212a)
• Possessory Lien Affidavit (TR-85) Follow the instructions on the Possessory Lien Affidavit, TR-85 concerning additional documentation requirements.
• Odometer Disclosure Statement (TR-59), if the vehicle is 10 model years old or less

MECHANIC LIEN TITLE ($30 FEE)

• Title and Registration Application (TR-212a)
• Mechanic’s Lien Sale Affidavit (TR-96M) Follow the instructions on the Mechanic’s Lien Affidavit, TR-96M concerning additional documentation requirements.
• Odometer Disclosure Statement (TR-59), if the vehicle is ten (10) model years old or less
• Request for Access to Vehicle Records (TRDL-302)
• MVE-1 inspection form

VERIFICATION ($30 FEE)
